start.hubzilla.org erroneously as open hub declared

Her https://hubzilla.rocks/pubsites is "Registration Policy" for https://start.hubzilla.org open. Is it a bug in Hubzilla code or a bug in hubzilla.rocks installation?

invitation code, which you can request from either from an existing hub member
?
I mean, confidence is rare commodity. If start.hubzilla.org fails to keep this promise, damaged it not only reputation of https://start.hubzilla.org , but also reputation of whole Hubzilla project - is my opinion. I suggest remove this promise

Until I figure out how to give members the ability to generate invitation codes, they'll just have to ask me for them. If they like, hub members can ask me for some in advance so that they can then give them to their acquaintances, or a newcomer can ask an existing hub member for one, and then that hub member can ask me. I don't think the wording is so misleading.

I think there is only like one or two lines more we need in /Zotlabs/Module/Register.php to implement this, and then I would add a line like

App::$config['system']['invites_remaining']=10
