start.hubzilla.org erroneously as open hub declared

Her https://hubzilla.rocks/pubsites is "Registration Policy" for https://start.hubzilla.org open. Is it a bug in Hubzilla code or a bug in hubzilla.rocks installation?

pubsites has a column for register policy and this is being displayed correctly. Pubsites has no awareness of invitations. That isn't a bug. It is not implemented. This would require extending the zot protocol to exchange and store invitation information and then transmit and display it in directory transactions. That's a whole lot of work for the one or two sites that have ever used invitations.

It shouldn't be a big deal for Hubzilla ⟩⟩ Start because the first thing visitors to the site encounter past the "splash" page is a message with the instructions at the bottom, which basically forces them to read the information before registering:

... Registration requires an invitation code, which you can request from either from an existing hub member or from the admin directly. Please email admin@start.hubzilla.org with your name and your request for an invitation code.

At the moment I'm not sure. I don't think so. Looking through the code shows that there is support for member-generated invitations, limited by some number set in the service classes, but this does not appear to be fully implemented. Or maybe I'm just not connecting the dots properly.

You're a member on start.hubzilla.org right? Try to generate one at start.hubzilla.org/invite

I mean, confidence is rare commodity. If start.hubzilla.org fails to keep this promise, damaged it not only reputation of https://start.hubzilla.org , but also reputation of whole Hubzilla project - is my opinion. I suggest remove this promise

Until I figure out how to give members the ability to generate invitation codes, they'll just have to ask me for them. If they like, hub members can ask me for some in advance so that they can then give them to their acquaintances, or a newcomer can ask an existing hub member for one, and then that hub member can ask me. I don't think the wording is so misleading.

I think there is only like one or two lines more we need in /Zotlabs/Module/Register.php to implement this, and then I would add a line like
