For example I want to manage, that only member @giac hellvecio may use the app XY, but not other Hubzilla-member. Also access control for Apps within the channel.

oh, i think that I understand, but I currently do not have access to the 'administration part' in the new hubzilla-versions, so I do not know how to help you,
because I do not know how many and what decisions you can take in relation to apps, as an admin.

Before there were fixed apps, which remained on the apps page also if one was not logged, but now some things have changed.

I do not know how many and what decisions you can take in relation to apps, as an admin.

Assumed, my role is "Hub-Admin".

I have not seen such a config in the admin tool.
